I dont think that fedora has ssh installed by default.
are you able to ssh to the ip of the VM?
if not you will have to do:
yum install openssh

I'd be interested in whether this fixed the problem or not. It is exactly what I would have recommended. I use ssh as a work around to move between the Mac host and the vm as the tools always seem to break when a new distro comes along. I do have Fedora 9 installed as one of the several Linux distro's in my vm collection, but I don't remember if it automatically installs the ssh service or not. Most distro's do and I have always been able to ssh and scp around happily. One hang up could be if your DHCP service isn't running, but that is simple enough to check by pinging an outside site like www.yahoo.com or by just being able to connect to the internet through Firefox or whatever browser.
Come to think of it, why would you want to use scp if your distro is up and running? In Fedora or other distro's just go to "Connect to Server" or whatever the menu pick is and at the top of the dialog box you can select ssh as your protocol. Then just type in the ip for where you want to go and the directory to open when you log in (optional) and after entering a password for the account, you have a gui pathway to the other side. From the Mac side I still have to use scp because the gui connection there only has afp and some other protocols like vnc, but no ssh. So I end up pushing and pulling in the gui from the Linux side. Big deal.:)
